Supporting Peace

Members of the Commonwealth shall support efforts to create, establish and maintain peace. This includes aiding the creation and maintaining of democracy in all nations, plus intervening in illegal activities that go beyond national borders or are not prosecuted within their nation even when sufficient evidence exists, up to apprehension, such as apprehending leaders of undemocratic nations accused of crimes against humanity by their citizens or by families of people who have disappeared by edict or order of political leaders or police. As such the range of crimes suggested for apprehension, trials and sentencing of criminal activities are:

  1. Writing and disseminating computer viruses, ransomware, or malicious attacks
  2. Leaders or organizations which cause death, torture, maiming or support genocidal acts, extermination or sterilization by any means including vaccines, pzp or other similar means.
  3. Manufacturers or traffickers of armaments and anti-personnel devices
  4. Persons or corporations which commit atrocities or support acts of war or summary executions
  5. Persons or corporations which support terrorists or renegade armies
  6. Persons or corporations which make or distribute viruses and biological weapons
  7. Persons or corporations which authorize the use of biological weapons
  8. Persons or corporations which knowingly create or sell dangerous technologies and pharmaceuticals
  9. Persons or corporations engaged in slavery, or causing prostitution by non-adults or by force, or applying sexual violence or threats thereof
  10. Executioners, and 'honor' killers
  11. Kidnappers and pirates
  12. Torturers
  13. Serial murderers
  14. Serial rapists
  15. Pedophile tourists
  16. Racial or tribal persecution
  17. Forced relocation of an identifiable population
  18. Persons or corporations exporting addictive or dangerous drugs without license or quota
  19. Fraud greater than (amount to be determined or amounts unrepayable)
  20. Use of off-shore banking without declaring it
  21. People who have committed or supported treason or acts of violence in another nation
  22. People who have lied to create the grounds for war or invasion
  23. Terrorists, bombers and saboteurs
  24. Pollution of international waters (atomic wastes, and chemicals dangerous to life)

Initially only apprehension shall occur. Apprehended criminals are initially turned over to the ICJ for trials and sentencing. Later, when the Commonwealth is ready to handle more, a time range for sentencing of each of these crimes shall be determined by popular vote as well as determination whether the accused is to get hard labor only, fined only, or be given rehabilitation until discernable results are achieved. The law will be created and applied as needed with the objective of even-handed justice. No previous system of law or law shall be adopted without 2/3 majority consent. (Voting rights are accorded to holders of Commonwealth Laissez Passer Passports who have graduated from school, or reached adulthood).

No person accused and convicted of any crime will be subjected to execution, or termination by underhanded means or death squads. If in the case the accused is a threat to the lives of others the efforts to apprehend them may require escalation to more appropriate means. Voters shall determine the priorities of the Commonwealth in tackling any or all of the above points.
