Governance

Creation of a system of governance for a land created by an act of God is accordingly seen to be designed, organized and implemented by what the Creator provides us to constantly guide us, dreams and visions. Its governance will not emulate the financial giants, the USA and UK, as their systems while relatively different from one another and seemingly financially successful are corrupt as they are controlled by the wealthy elite and/or satanic brotherhoods. So in order that a choice exist by all who are accepted to populate this newly formed land, the use of democracy will prevail, as it alone when not corrupted with fascism, religion and brotherhoods is capable of ensuring peace. (To that end this author is simply providing a scant outline of concerns and directions to be taken as suggested by the Creator, not making policy.)

Citizenship Candidates

Minimum standards of the initial people accepted to prevail in creating the island nation:

  1. You have not instigated violence against another person (civilian or military).

  2. You do not own firearms.

  3. You believe in the Creator and the use of dreams and visions as the Living Word to us

  4. You have integrity and your word can be trusted.

  5. You are responsible and avoid substance abuse

  6. You have a certain net worth (to be determined)

  7. Or you have a marketable trade, profession, skill or ability.

  8. You are in good health (not needing constant care to function)

  9. You carry no incurable communicable diseases.

  10. You are literate.

The objective includes holding all peace officers accountable and personally liable to the members and public at large for all their actions. This includes those within the judiciary (and government) who claim to represent us without our expressed consent using the fallacy that ignorance of the law is no excuse. Its paid executives (anyone paid more than the national average income) must have the expressed consent of Commonwealth voters to have their pay increases approved.

Law or Peace Officers in member states or nations which hold inadequate accountability in situations where abuses of power or undue force used against members are involved may find themselves facing charges brought forward by the Commonwealth. All members are innocent until proven guilty in a court of their peers. Using fundamentals of law plus existing and established rights, and Peace Officers, it shall convene lawful de jure courts accessible to all members. The law and rights under the Commonwealth are not to be 'owned and operated' by a law society, which represents themselves and their ability to use laws more than the people of the nation, or judicial systems, unless the judiciary is clearly guided by the Creator (laws based on an ancient holy book or created law by an ancient society does not constitute 'clearly guided').

All laws will use terms and language that all people can easily understand. It will as much as possible avoid terms and arcane definitions, legalese and jargon largely limited to Law Societies and its law and judicial members. Laws shall be kept as short as possible. In school all students shall, starting in grades 8 and above, study all criminal laws so they cannot be in ignorance of the law as adults or as voters. While they are in school they are tested on their knowledge, reasoning and responsibility prior to becoming a voter. Citizenship candidates may challenge or take the examination at any age, however the ability to vote is not automatically accorded or without proof of a passing grade. 

The Commonwealth of Peace provides members with a nameable group to which they belong with laws it creates, defines and adopts plus the services that existing de facto governments provide including identification cards, international travel documents, consular support, health care access, banking services, education and housing support, functioning and accessible justice system and an accountable and restrained Peace Officer force which carries no lethal weapons to keep the peace. With a goal of a socially self sustaining community with all the amenities we will demonstrate how to live in peace, harmony and abundance.

In the rest of the world, sister peace Societies shall be formed. Each country can emulate what we are doing. The Commonwealth of Peace will also be the de facto system of law and order for the "Promised Land". No memberships to the Commonwealth of Peace are considered if you support violence against another person, people or nation, or if you act in a manner lacking respect for others and their property. You must provide at least two character witnesses (not-related to you) and a letter from your local police.

As each country creates its Nation's Peace Society, a new Chapter of the Commonwealth will be made and links to each Society within those nations will be made available. A Forum will be created and hosted on the internet so members can discuss ideas and share information from any nation. Below are services and benefits members of The Commonwealth of Peace aim to enjoy. None of these aims and points are 'cast in stone' and will always remain open to suggestion, discussion and improvement.

Members will work towards enjoying all the following:

  1. Natural Law –  The existence of the Creator's set of legalities. This is not based on corrupt statements or interpretations of writings claimed to be of or by a prophet guilty of misrepresenting the Creator or the intentional loss of life or aggravated assault after establishing credibility as a prophet, based on the acceptance of the Living Word. (People of all faiths profess to speak with truth based on their belief by accepting a holy book as their truth. Christians, Jews and Muslims all have serious ungodly flaws in their legal systems and laws based on prophets who have intentionally provided unauthorized information from the Source and represented it as valid). Laws based on holy books or adopted laws from some other source all have serious errors within them. Familiarity with the law of the nation is a requirement of all citizens.

  2. Justice – Existing law has many unjust vagaries within it prompting the statement 'the law is an ass'. This quoted statement identifies a shortcoming in the use of laws which this body shall work to overcome with equity and equality, based on majority choice and guidance via dreams or visions.

  3. Notary Public – We enlist Notary Publics to witness the "Notice of Understanding and Intent and Claim Of Right" (NUI COR) process used within nations and the documentation for all proceedings. (Wording may vary from nation to nation.) All documents used will be made available for downloading.

  4. Education – The Commonwealth will provide educational and support services in regards to rights at one or more of our colleges, on line or through seminars, and the people's parliament shall create the minimum standards for all education.

  5. Health Care – The people's parliament shall at its earliest convenience examine the benefits and drawbacks to existing health care systems, and adopt an appropriate system as the primary plan, along with additional plans which are supported and to what degree they are supported. Practitioners shall be graded on their ability and relevant education.

  6. Citizenship – Open to all believers. The integrity and nature of individuals will be factored into whether the applicant(s) will be provided with a visitors passport, conditional citizenship (including laborers) or full citizenship and its conditions. Previous criminal activity or engagement in violence may disqualify prospective citizens. People convicted of criminal acts in the Commonwealth, without having been born there, may have their citizenship revoked.  

  7. Rights of Citizens – Beyond the right to vote and land ownership, the conditional right to profit from natural resources and corporations. Visitors may purchase homes but not the land on which they are located (must be leased). Conditional citizens and/or landed immigrants may own up to one hectare (total) and may employ up to 4 people. Social services shall be accorded to citizens, and conditional citizens who meet certain income and health requirements. Farmers will lease their lands so no capital is tied up in land.

  8. Laissez Passer – Similar to a passport or visitor or exit visa, with picture identification used by members traveling without intent to engage in commerce in the nation. Visiting rights are accorded up to one year, unless the nation from which the member has previously been a citizen is no longer in existence, in which case there is no limit to the visitation, however this does not accord citizenship only certain rights of passage and visitation. Longer periods of visitation may require permits to work or reside issued by the nation. You are not required to relinquish your membership in the Commonwealth of Peace by taking up, or continuing, residence in any nation. This document will be your initial ID within the Commonwealth, proof of age, and verification number for voting online. Voting requires that the voter is 16 years of age. To obtain a Laissez Passer each person must pass a security screening and submit a DNA sample. If DNA samples do not match on arrival to the Commonwealth the candidate shall be permanently removed from the island for misrepresenting themselves.

  9. Currency  – An internationally accepted currency shall be implemented so the sale of currency related products and bonds shall be possible. In the short term major currencies will be used. Fund raising for the Commonwealth's Provisional Government shall center on sales of commemorative stamps, trial issues of coins and notes, certificates and bonds. No sales of currency greater than $5000 are permitted to people who do not purchase bonds or certificates in equal or greater amounts.

  10. Banking – Working with experts in the field, we will set up banking and credit unions for the safe and secure storage and use of individual monetary wealth.

  11. Taxation Rates – Shall be determined by the majority of citizens. The growth of any nation is based on the labor and creativity of its people, the resources it has or creates, and the services or products it sells.

  12. Traveler and ALIP – A system of identification using our peace passport numbers and licenses linked to ALIP “Accident Liability Insurance Program". (This ensures financial responsibility for accidents, losses and errors, such as operating vehicles, travel, life, business or home insurance.)

  13. Vehicles and Roads – None will exist initially. Import of vehicles and heavy equipment not more than 3 years old will be approved at the point of entry without inspection. Older equipment requires inspection to ensure its safety and must meet minimum standards. No roads or vehicular shall be permitted in unstable areas or through areas where lasting damage could be created.

  14. Communication  – No services will exist initially. Applications for cellular service, internet, radio and TV will be encouraged by companies or cooperatives capable of handling such services. No exclusivity will exist.

  15. Corporations –  Every citizen may set up producing cooperatives (membership limited to 100 per location) or other corporate entities (limited to 14 employees). Corporate entities may contract other corporations but may not own them. Consumer cooperatives are not limited.

  16. Citizen's Peace Officers [CPO] – We aim to employ Peace Officers drawn from members and from existing peace officer applicants. (Peace officers answer to the De Jure Courts, to the Commonwealth and to the UN or its successor. Judicial jurisdictions must be 100% democratic and answerable to voters, ie. no republics based on elites or appointments.)

  17. De Jure Courts – We convene courts within which all are equal and charges may be confidently brought against courts, their agents and officers and within which the criminal code is enforced equally against all who knowingly violate the law and so disputes between members and consenting adults may be judicially settled. Court costs are assessed similarly to all parties. Parties choosing to employ lawyers or advisors to represent them in court shall provide an amount of remuneration equal to half of the billable time to support the case of the opposing party. Determination of this cost shall be created at the first hearing and is based in part on ability to pay and whether or not the party has insurance to cover legal costs. (Spurious or frivolous claims taken to a court of peers shall put the onus for equalized payment entirely on the plaintiff.)

  18. Voting –  shall be revised so it is not aged based, it becomes education, knowledge and responsibility based with appropriate testing to measure that. (Age itself does not ensure responsible choices; knowledge, clarity of thought and relevant experience does. IQ does not measure the ability of a person to come to an appropriate answer, it only measures the speed and accuracy of reading, thinking and observation.)

  19. Military – No national military shall exist. Protection for the nation may be created and maintained by UN garrisons after approval of such a necessity by the people's parliament. No garrisons, bases or similar installations from any nation shall be accepted without 2/3 approval by voters.

  20. Coast Guard – The people's parliament, shall during the period prior to the appearance of the land, determine to what extent this service will be needed. (Airships may be a better plan.)

  21. Religion – No religion shall be permitted. This includes buildings, shrines, rallies or religion related functions, rites or rituals, attire or symbols (in public) linked to any religion, as well as clergy by any name or missionaries. All believers must practice their connection to the Creator by being guided by and using their dreams or visions (Numbers 12:6). Any violation of this creates a divisive element against peace and shall be considered grounds for immediate expulsion.

  22. Support – A toll-free number with recording, witness and legal support becomes available for members. In North America that number will be announced at a later date. For international callers we will set up Skype to a computerized system of call answering.
